1() <br />(Habitat for Humanity of Orange County has been <br />incorporated and building houses in the county since <br />1985. Because its work force consists of volunteers, <br />Habitat is somewhat restricted in its ability to <br />effectively manage development projects.) <br />(3) whether factors other than market conditions and <br />beyond the control of the subdivider caused a <br />delay in meeting the phasing plan; and <br />(A volunteer with Habitat did contact the Planning <br />Department in February of 1989 to determine the <br />status of the Chestnut Oaks project. He was advised <br />at that time that the preliminary plan approval as <br />well as the letter of credit for required improve -' <br />ments in Phase 2 were about to expire and that <br />some attempt should be made to proceed with the next <br />phase of the subdvision in order for the approval to <br />remain valid. The Planning Department was not <br />contacted again by Habitat until September of 1989.) <br />(4) whether the development project, if completed <br />consistent with the approved Preliminary Plat, <br />will tend to aid or meet an important public <br />policy goal established by the Board of County <br />Commissioners; and <br />(Goal Eight in the Land Use Element of the Comprehen- <br />sive Plan contains ten objectives to be pursued in <br />carrying out Orange County's effort to encourage <br />construction of housing for low to moderate income <br />families. Chestnut Oaks Subdivision represents <br />Habitat for Humanity's purpose to provide such <br />housing. <br />Another important public policy goal which would be <br />affected by renewing the development plan for <br />Chestnut Oaks is the protection of the University <br />Lake Watershed. An amendment to the phasing plan <br />would allow density on the site to exceed what is <br />currently permitted by 49 %.) <br />(5) whether the application for an amended phasing <br />plan was submitted before the previously approved <br />time limit(s) has lapsed; and <br />(The previously approved time limit expired on April <br />19, 1989.) <br />
