Chestnut Oaks Phasing <br />page three <br />Turning our attention to the status of Gemena Road, we ask the <br />Commissioners to designate Gemena Road as a private road pursuant to <br />Section IV- B -3 -d -1 of the Orange County Subdivision Regulations which <br />states: <br />"Provided, however, private roads may be allowed in a <br />subdivision where, in the judgment of the Planning Board and with the <br />approval of the Board of County Commissioners, it is found that the <br />nature and location of the subdivision are such that a private road <br />is Justified." <br />As stated earlier, Habitat is now equipped with a competent <br />volunteer staff of area professionals. If the earlier Habitat Board <br />had been aware the difference between public and private roads, the <br />cost consequences involved and the effect of those costs on Habitat's <br />over all mission, the original Preliminary Plan would have designated <br />Gemena Road as private. <br />As built, Gemena Road is a sound and well maintained gravel road <br />providing safe and cost effective access to the current phases of <br />Chestnut Oaks. We need to finish Gemena Road.to the same standard <br />in order to continue to house our target population. <br />Habitat wishes to be completely frank. We do not have, never <br />have had, and do not anticipate ever acquiring the financial capacity <br />to pave Gemena Road to state standards. Habitat attempts with this <br />application to alter its Chestnut Oaks Plat to insure our future <br />conformance with the amended Plat. <br />While Habitat is a volunteer organization that receives no <br />government funding, this application makes it clearer than ever that <br />Habitat cannot function without the good offices and support of the <br />Board of County Commissioners and their staff. We have grown <br />substantially. Support and approval of this request will have a <br />correspondingly greater impact on very low income homeownership in <br />Orange County. <br />
