Box 3673 Chapel Hill, NC 27515 6 <br />n nM'� <br />STATEMENT OF JUSTIFICATION FOR CHESTNUT OAKS PHASING AMENDMENT AND <br />ROAD REVISION REQUEST. <br />MAY 4, 1990 <br />Section III -D -2 -e of the Orange County Subdivision Regulations <br />calls for the Commissioners to consider a number of factors when a <br />request for Phasing Amendment is received. We would like to cover <br />each factor separately: <br />I. "Whether or not approval of other diligently pursued <br />regulatory requirements can be obtained before the <br />expiration of the time periods established in the <br />phasing plan" <br />On April 18, 1988 the Planning Board approved the Final Plat for <br />Phase II of Chestnut Oaks. No other Phase was submitted for final <br />approval within the required twelve months following Phase II <br />approval.-,-Since time has already run out, it is not possible to <br />proceed with the Chestnut Oaks Preliminary Plan approved on February <br />16, 1988 without the approval of this amended phasing request. <br />2. "The quality of and length of time of the experience of <br />the subdivider in managing development projects" <br />Orange County's Habitat for Humanity incorporated in late 1985. <br />One home was constructed in 1986, one in 1987, two in 1988, four in <br />1989, and in 1990 Habitat currently has four more homes under <br />construction with completion dates in mid -year. The projected total <br />for 1990 is six houses. Starting from a small core in 1985, Habitat <br />for Humanity of Orange County currently has 1800 participants, <br />including 750 construction volunteers. <br />Habitat homes typically have a value of $50,000 to $60,000, <br />excluding lot costs. The homes are typically sold for $30,000 and . <br />Habitat issues a full twenty year mortgage for each home at zero <br />interest (homeowner counseling services are always provided). <br />Average income of purchasers is under 30% of our area median income. <br />Habitat's organization and capacity has increased enormously <br />every year. Habitat is successfully completing an ever expanding <br />building program, housing a segment of our population that no other <br />organization reaches. <br />3. "Whether factors other than market conditions and beyond <br />the control of the subdivider caused a delay in meeting <br />the phasing plan" <br />"Building Houses in Partnership with God's People in Need" <br />
