"10 <br />an appeal of a Planning Department decision regarding <br />Major Subdivision Final Plat approval be submitted in <br />writing within 30 days of the decision. <br />14. Amend SECTION III -D -5 REVISIONS TO PRELIMINARY PLAT to <br />require the approval of Preliminary Plat revisions for <br />those aspects of a Final Plat that are not in compliance <br />with the original approval. Revisions which involve only <br />the relocation of utility easements and which meet <br />certain criteria may be approved by the Planning <br />Director. <br />15. Amend SECTION IV -B -6 RESERVATION OF SPACE FOR UTILITIES <br />to limit the placement of utility easements in septic <br />system fields, setback areas, open space, land use and <br />stream buffer areas, and adjacent to property lines. <br />16. Amend SECTION V -D -S -c UTILITY AND DRAINAGE DATA to <br />require, in the absence of a blanket easement, that the <br />location of existing and future utility easements be <br />shown on a Major Subdivision Final Plat. <br />17. Amend SECTION IV -B -3 STREETS to require a subdivider to <br />insure right --of- access for a proposed private road to a <br />public street by- way -of direct access or other private <br />roads. <br />18. Amend SECTION V -D -6 CERTIFICATES AND ENDORSEMENTS TO <br />APPEAR ON A FINAL PLAT to require the recording of a <br />document which guarantees right -of- access for a proposed <br />private road to a public street by- way -of direct access <br />or other private roads. The amendment would also require <br />that a certificate be placed on the Final Plat, for <br />signature by the County Manager, acknowledging <br />acceptance of dedication, without maintenance <br />responsibility, of offers of public dedication of <br />rights -of -way, easements, streets, recreation areas, and <br />other improvements. <br />19. Amend SECTION III -C -1 CONCEPT PLAN APPROVAL to permit a <br />subdivider the option of submitting a Concept Plan for <br />Minor Subdivision approval. Although a Concept Plan <br />would be advisable where a road access easement was <br />involved, submission of such a Plan would not be <br />mandatory. <br />All interested citizens are invited to attend this <br />hearing and be heard. Public comment will be received during <br />the public hearing.
