C 3 7 <br />. - hazardous waste storage or disposal <br />Federal or State EIS <br />- Failure to provide adequate protection of natural or <br />cultural resources <br />- Land application of wastewater in Water Quality Critical <br />Area <br />Preparation of an EIS <br />An EIS is usually prepared by a professional, and provides a detailed <br />discussion of the environmental impacts of the proposal and <br />alternatives to the proposal. Alternatives may be development of a <br />completely different use, or development of the same project with <br />modifications to address the specific aspects of the project which <br />triggered the EIS requirement. The required content and format of the <br />EIS is found in Section 4 of the Ordinance. <br />Review Process for EIS <br />The review process for an EIS would vary, depending on whether or not <br />State permits or Environmental Documentation was involved independent <br />of local regulations. <br />Standard Review Procedure <br />Step 1 - A draft EIS submitted to the Planning Department would be <br />reviewed by the Environmental Planner to assure that all <br />application requirements were met. Acceptance or rejection <br />of the application would occur within 5 days of submittal. <br />If rejected, the EIS would be returned to the applicant <br />with an explanation of its deficiencies. <br />Step 2 - Once accepted, the EIS would be distributed to appropriate <br />state and local agencies for their review and comment. It <br />is required that 10 copies of the EIS be submitted with the <br />application. Additional copies would be requested if <br />needed. <br />Step 3 - A legal notice would also be place in local newspapers, <br />stating that the EIS would be available for public review <br />for a period of 15 days. <br />Step 4 - At the close of the 15 -day review period, all comments <br />would be compiled and summarized by the Environmental <br />Planner. <br />40 Step 5 - The final EIS could then be advertised for public hearing <br />
