C34 <br />Establishment of Environmental Impact Ordinance Review <br />Committee <br />A Committee which included the Ordinance Review <br />Committee, a County Commissioner, the County Manager, <br />County Attorney, County Engineer, representatives from <br />EDC, and several citizens who offered expertise in areas <br />of environmental concern was formed at the direction of <br />the Board of Commissioners. The Committee has met on <br />numerous occasions during the past year to develop <br />ordinance provisions which address environmental concerns <br />while minimizing costs to the developer. <br />Summary of Environmental Impact Ordinance <br />Th EIO would require preparation of an Environmental <br />Assessment, or and Environmental Impact Statement for <br />non - residential development projects which meet specific <br />applicability criteria. <br />- The EA would consist of a form supplied by the <br />Planning Department, to be completed by the <br />applicant, and would provide additional information <br />on certain aspects of the project. <br />- The EIS would involve a more detailed discussion of <br />environmental impacts of and alternatives to the <br />proposed development project. Few projects would be <br />required to submit an EIS. <br />Related amendments to the Subdivision Regulations and <br />Zoning Ordinance <br />C proposed amendments to the Subdivision Regulations <br />lve the protection of resources identified in <br />entory of Sites of Cultural, Historic, Recreational, <br />ogical, & Geological Significance in the <br />corporated Portions of Orange County" and the "Orange <br />ty Inventory of Natural Areas" <br />Zoning Ordinance amendments pertain to review procedures <br />for Site Plans and Special Use Permits. <br />A more detailed discussion of the proposed regulations is <br />attached. <br />RECOMMENDATION: The Administration recommends that the proposed <br />Environmental Impact Ordinance and related amendments <br />to the Subdivision Regulations and Zoning Ordinance <br />be referred to the Planning Board for recommendation. <br />�J <br />
