This ordinance will have an entirely negative effect on <br />economic development in the county, adding yet another layer <br />of delay and hassle and uncertainly. Quality economic <br />development prospects acknowledge the benefits of good zoning <br />and planning and are ready to comply. An ordinance with no <br />clear purpose except delay, and which relies too often on <br />value judgments, serves only to obstruct development, both <br />good and bad. <br />
