1 <br />s. <br />Board of Commissioners <br />March 22, 1989 <br />Page 2 <br />An important criteria in site selection is the clarity of the <br />ordinances, and procedures for approval, and the speed by <br />which these processes can be accomplished. Often this factor <br />alone determines the feasibility of locating a facility in a <br />rapidly changing market, and is a primary reason why some <br />counties are more favored than others. <br />The EDC believes we need to streamline the process of <br />approval without sacrificing protection against environmental <br />damage. The EDC Strategic Plan has as one of its twelve <br />major challenge areas the need to streamline regulations. We <br />need to: <br />1. Shorten the review process, not lengthen it. <br />2. Ensure environmental protection through the <br />existing ordinances. <br />Regarding environmental impacts, we believe it is important <br />as a first step to agree on what hazards we want to protect <br />against that are not Already addressed in the existing local <br />or state or federal ordinances. The second step would then <br />be to prepare amendments, if needed, to the existing <br />ordinances. Our attached specific comments on the proposed <br />ordinance are themselves not entirely moot, because we <br />believe some of the language in the proposed ordinance may be <br />transferable into existing ordinances should the need for <br />such provisions be demonstrated. <br />We stand ready to cooperate with the Manager's Office, the <br />Planning Board, the Environmental Affairs Board, and other <br />groups which may be involved in addressing the need for <br />protection against negative environmental impacts of <br />development. <br />
