r <br />M <br />PROPOSED ORDINANCE AMENDMENT 2 L-S <br />ORDINANCE: SUBDIVISION REGULATIONS <br />REFERENCE: SECTION III -C -1 - CONCEPT PLAN APPROVAL <br />ORIGIN OF AMENDMENT: X Staff Planning Board <br />BOCC Public Other: <br />STAFF PRIORITY RECOMMENDATION: High __X_ Middle Low <br />Comment: <br />PUBLIC HEARING DATE: May 29, 1990 <br />PURPOSE OF AMENDMENT: <br />To make Concept Plan submittal for Minor Subdivisions optional instead <br />of mandatory. <br />IMPACTS /ISSUES: <br />Minor Subdivision review and approval presently occurs in two steps; <br />Concept Plan and Final Plat approval. <br />The Concept Plan provides basic information about the proposal, and <br />enables staff to inform the applicant of the specific requirements for <br />Final Plat approval. Survey of the property, approval of septic <br />disposal sites by Environmental Health, and preparation of documents <br />such as easements or Road Maintenance Agreements are not required at <br />this step. <br />The Final Plat is more detailed and specific, and is recorded after <br />approval by the Planning Staff. The- approval process may take several <br />weeks, depending on the number of changes needed to the Plat, and the <br />whether.or not the easement, road maintenance, or other documents <br />adequately carry out the standards of the Subdivision Regulations. <br />The Concept Plan is of value because any problems of non - compliance <br />with the Subdivision Regulations can be identified and resolved. The <br />a <br />subdivider can also be informed of all conditions of approval before <br />significant investment is made. <br />Some applicants have complained that the Concept Plan requirement adds <br />to the cost of the subdivision, without providing benefits equal to the <br />$60.00 cost. An example would be the creation of two lots from a <br />tract, with both lots having sufficient frontage on an existing State - <br />maintained road. <br />Planning Staff proposes that the Concept Plan be optional rather than <br />mandatory.
