126 , <br />INTEROFFICE MEMORANDUM <br />TO: Eddie Kirk, Planner II <br />FROM: Paul Thames, County Engineer <br />DATE: May 18, 1990 <br />SUBJECT: The woods Mobile Home Park <br />As per your request, I have reviewed the latest plans, submitted <br />directly to my office by the developer on May 17, 1990, for the <br />above referenced project, and I have the following comments. <br />1. According to the contour lines shown on the plans, it <br />appears that the project is plagued by very severe slopes, <br />particularly for siting mobile homes, in the vicinity of <br />proposed sites 1 -5 and 24 -31. Sections of the proposed <br />roadway in these areas will also be affected by the steep <br />Slopes. In the areas listed above slopes appear to approach <br />or exceed 20$. I recommend that a full site design contour <br />plan be submitted prior to final plan approval, because it <br />appears that extensive grading will be required. <br />2. I do not understand the reasoning behind the proposed catch <br />basin and drainage design. If there are to be no side ditches <br />or no curb and gutter, why install catch basins. If there <br />are to be no curb and gutter or no roadway side ditches, why <br />not let the drainage sheet flow across the project? The need <br />for nor the exact placement of storm drainage cannot be <br />determined until the grading plan has been designed. In any <br />event, letting storm drain pipes outlet onto the ground <br />without any velocity dissipation, channelization or means of <br />dispersing flow to a sheet flow pattern is not a good <br />practice. I question the use of 8" drain pipe. Storm drain <br />Pipe of smaller than 15" diameter is difficult to maintain <br />because it is prone to stoppages. <br />3. I recommend a minimum of 8" water and sewer lines. Although <br />a 6" waterline is presently the maximum line size from the <br />existing section of the park to the tie -in point with the <br />Hillsborough system, a new 12" line is scheduled to be <br />installed between Hillsborough and the new elementary school <br />at New Hope Church Road. Note that fire hydrants are shown on <br />the sewer line. I recommend that the Town of Hillsborough and <br />its engineer be required to okay the utility design before the <br />project receives final approval from the County. <br />0 <br />0 <br />
