091 3 <br />parking spaces could then be located in the recreation <br />area. <br />A 6 inch water and sewer line is proposed to be <br />extended from Woodsedge Mobile Home Park. A letter <br />has been received from the Town of Hillsborough <br />stating these lines are available. Detail drawings <br />will be required to obtain further approval. Brunssen <br />Engineering Services has indicated the existing 5 <br />horse power pump station located in " Woodsedge" is <br />capable of serving the additional proposed units. The <br />County Engineer indicates a concern with the 6 inch <br />lines and recommends minimum 8 inch water and sewer <br />lines. <br />The Orange County adopted Water and Sewer Policy <br />indicates that the extension of water and sewer in <br />rural areas should be discouraged except where they <br />will enhance the rural character and provide for open <br />space by allowing clustered development. It also <br />indicates that the development project must be <br />"assured of installation" at the time of approval. <br />"Assured of installation" means approval of <br />preliminary plans by the municipality as specified in <br />the Water and Sewer Policy. The applicant has <br />submitted preliminary plans to the Town and these are <br />presently being reviewed by the Town Engineer. The <br />County has not received approved of the preliminary <br />plans from the Town at this time. <br />• The Orange County Engineer and Orange County Erosion <br />Control Officer have reviewed the site plan for storm <br />drainage and grading. The County Engineer has <br />indicated there may be intensive grading in some areas <br />due to steep slopes. The County Engineer and Erosion <br />Control Officer will review the drainage patterns when <br />Erosion Control plans are submitted. Further measures <br />to control storm drainage may be required on the <br />Erosion Control Plan. <br />RECOM MNDATION: The Planning Staff has not received any information <br />which would establish grounds for making a negative <br />finding on the general standards. These standards <br />include maintaining or promoting the public health, <br />safety, and general welfare, maintaining or enhancing <br />the value of contiguous property, and the use being in <br />compliance with the general plan for the physical <br />development of the County. <br />The Planning Staff has reviewed the application, the <br />site plan and all supporting documentation and has <br />found that the applicant does comply with the specific <br />standards and required regulations except for the <br />preliminary water and sewer plans by the Town. The <br />Planning Staff recommends extending the public Baring <br />to accept further information on approval of the <br />preliminary water and sewer plans from the Town of <br />Hillsborough., Provided the Planning Board and County <br />
