000 <br />2 <br />The Sheriff's Department indicates there will be an <br />increase in calls, however, the proposed park will not <br />require additional personnel at this time. Fire and <br />rescue calls will be handled by the Hillsborough Fire <br />Department and Orange County Emergency Medical <br />Services respectively. <br />The proposed Planned Development would add 53 units <br />that would receive access through Woodsedge Mobile <br />Home Park to NC 86. According to trip generation <br />information from the Institute of Transportation <br />Engineers, each mobile home would generate <br />approximately 4.814 trips per day. This would add 255 <br />trips per day to NC 86. The latest traffic count on <br />NC 86 in 1988 indicated 6,500 vehicles per day. With <br />53 mobile homes in "Woodsedge" and 53 in "The Woods" <br />the total estimated traffic generated would be 510 <br />trips per day. <br />The North Carolina Department of Transportation has <br />indicated the preliminary plan has been reviewed and <br />approved. While the addition of turn lanes may be <br />desirable, they indicate that right -of -way limitations <br />on NC 86 do not allow for turn lanes and the proposed <br />expansion should not lead to an increase in safety <br />problems at the intersection. <br />There are two acres of proposed recreation area for <br />the park. This area includes a tennis court, picnic <br />area and children's swings. The Orange County <br />Recreation and Parks Department has indicated that the <br />provision for open space and recreation area exceeds <br />the minimum required. Mary Anne Black, with the <br />Recreation and Parks Department, has provided her <br />recommendation concerning the tennis court, picnic <br />area, children's swings and pedestrian paths in <br />attached correspondence. She also recommends 6 to 8 <br />foot wide walking paths in the wooded area to connect <br />the picnic tables, shelter, tennis court and swings. <br />The ordinance requires eight (8) parking spaces to be <br />provided for the recreation area, however, the <br />Recreation and Parks Department has a concern with <br />this requirement. The recreation area would be for <br />the express use of the residents of the park. Since <br />all of the mobile homes are within walking distance of <br />the recreation area, the Recreation and Parks <br />Department has indicated there is not a need for eight <br />parking spaces to be provided. The Planning Staff is <br />recommending five (5) parking spaces be provided for <br />the recreation area. <br />The site plan, as it is presently drawn, does not <br />indicate parking for the recreation area. The <br />applicant has indicated a parking area can be provided <br />if required. The mobile home on lot 27 or 28 could be <br />moved to the vacant lot beside 53, thereby creating an <br />area for a drive into the recreation area. The <br />0 <br />11 <br />0 <br />
