The issue of private roads was discussed further by <br />the Transportation Advisory Subcommittee (TAS) in the <br />fall of 1987 and was included on a list of items to be <br />addressed by the TAS in a County Transportation Plan. <br />In the summer of 1988, a request for proposals (RFP) <br />soliciting the services of a professional <br />transportation planning consultant was issued. Among <br />the items to be addressed was the issue of private <br />roads policy and standards. The consulting firm of <br />Kimley -Horn was chosen and since the spring of 1989 <br />has worked closely with the TAS on review of, and <br />proposed revisions to, the ordinances and standards <br />governing private roads. <br />Major features of the proposed revisions to the <br />Subdivision Regulations and Private Road Standards <br />include: <br />1) Coordination of private roads with the public <br />road system; <br />2) clarification as to where public roads will <br />be required; <br />3) clarification as to where private roads are <br />appropriate; <br />4) additional certification on final plats <br />regarding access, future development, and <br />disclosure to prospective purchasers; <br />5) a cap on the number of lots /dwellings that <br />can be served by a Class A private road; <br />6) transfer of inspection and certification <br />responsibility from the County to <br />professional engineers and /or registered land <br />surveyors; and <br />7) a reduction in the maximum grade allowed on a <br />private road. <br />RECOHMNDATiON: The Planning Staff recommends approval of the proposed <br />amendments to the Subdivision Regulations and Private <br />Road Standards. <br />DK1I:PRDSASST.DOC <br />
