It is <br />usually at these locations that capacity is <br />most restricted. <br />(The proposed amendment requires that all <br />traffic expected in the study area at the time <br />of proposed development completion be <br />documented, not just the traffic expected as a <br />result of the development). <br />All access points and pedestrian crossings <br />shall be examined for adequate sight <br />distance and [as to the feasibility of] for <br />the necessity of installing traffic <br />signals. [This] The traffic signal evaluation <br />shall compare the projected traffic and <br />pedestrian volumes to the warrants for traffic <br />signal installation. <br />(The proposed amendment adds sight distance as <br />an element to be addressed at all access <br />points and pedestrian crossings). <br />F) Conclusions and Recommended Improvements - <br />Levels of service for all roadways and <br />signalized intersections serving 10 <br />percent or more of peak-hour project <br />traffic shall be [listed] reported. All <br />roadways and /or signalized intersections <br />showing a level of service below D in urban <br />or develo ed areas or below C in rural areas <br />shall be considered deficient, and specific <br />recommendations for the elimination of these <br />problems shall be listed. This listing of <br />recommended improvements shall include, but <br />not be limited to the following elements: <br />internal circulation design, site access <br />location and design, external roadway and <br />intersection design and improvements, traffic <br />signal installation and operation including <br />signal timing, and transit service [design] <br />improvements.
