4 <br />Existing traffic volumes for average daily <br />traffic, peak highway hour(s) traffic and peak <br />development generated hour(s) traffic, if <br />aooropriate,- shall be recorded. Manual <br />traffic counts at major intersections in the <br />study area shall be conducted, encompassing <br />the peak highway and development generated <br />hour(s), if agnrORriate, and documentation <br />shall be included in the report. Existing <br />average daily-or eak -hour traffic counts <br />made within one year of the study date may- be <br />used subject to Planning De artment approval. <br />A volume /capacity analysis based upon existing <br />volumes shall be performed during the peak <br />highway hour(s) and the peak development <br />generated hour(s), if a ro ri te, for all <br />roadways and major intersections expected to <br />be im acted b develo went traffic [in the <br />study area.] Levels of service shall be <br />determined for each [location] signalized <br />intersection or roadway segment analyzed <br />above. <br />This analysis will determine the adequacy of <br />the existing roadway system to serve the <br />current traffic demand. Roadways and /or <br />intersections experiencing levels of service E <br />or F -shall be noted as congestion locations. <br />(The proposed amendments add traffic accidents <br />as a required component of documenting <br />existing conditions and allow the Planning <br />Department some discretion in deciding on the <br />suitability of traffic counts). <br />D) Transportation Impact of the Development - <br />Estimation of vehicular trips to result from <br />the [proposal] Rrop2sed development shall be <br />completed for the avers a weekda , the average <br />daily AM and PM peak [highway hour(s)] h u�rs <br />of highway travel in the stud area and, if <br />a ro riate peak [development generated] <br />hour [(s)] of traffic generation by the <br />development. vehicular trip generation rates <br />to be used for this calculation shall be <br />obtained from an accepted source such as [the <br />Transportation and Traffic Engineering <br />Handbook, Institute of Transportation <br />Engineers] "Trip Generation" Institute of <br />Trans ortation Engineers, Fourth Edition 1987 <br />as amended. These development generated <br />traffic movements as estimated, and the <br />reference source(s) and methodology followed <br />shall be documented.
