63 <br />VA <br />analysis of the impact study before any change of zoning is <br />approved or denied. <br />b) Special Use Permits <br />1. Time of Submission <br />The traffic impact study [will] shall be submitted to the <br />Planning Department with, and as apart of, the application <br />for the special use permit. <br />2. Im lementation <br />The Planning Department -and such other agencies or <br />officials as may appear appropriate in the circumstances of <br />the case shall review the impact study to analyze its <br />adequacy in solving any traffic problems that will occur <br />due to the proposed use. <br />The Board of Commissioners or Board of Adjustment, as <br />appropriate, shall consider the impact study and the <br />analysis of the impact study before the application is <br />approved or denied. The Board of Commissioners or Board of <br />Adjustment, as appropriate, may decide that certain <br />improvements on or adjacent to the site or oa roadways or <br />intersections for which the im rovements are needed to <br />adeauately and safely accommodate site traffic are <br />mandatory for special use permit approval and may make <br />these improvements conditions of approval, may require <br />modifications in the use, or may deny the permit. <br />(The proposed amendment clarifies where improvements may be <br />required. <br />c) Site Plan Approval <br />1. Time of Submission <br />The traffic impact study will be submitted to the Planning <br />Department with, and as a pArt of, the site plan. <br />2.
