13.1 <br />*Amended <br />2 -1 -88 <br />13.2 <br />13.3 <br />* ARTICLE 13. TRAFFIC IMPACT STUDY <br />Purpose <br />1 57 <br />A traffic impact study shall be required of zoning changes, <br />special use permits, and site plans as defined in this Article. <br />The study will enable orange County to assess the impact of a <br />proposed zoning change, special use permit, or development on <br />the highway system when that system is at or near capacity or a <br />safety problem exists. Its purpose is to insure that proposed <br />developments do not adversely affect the highway network and to <br />identify any traffic problems associated with access from the <br />site to the existing transportation network. The purpose of the <br />study is also to identify solutions to potential problems and to <br />present improvements to be incorporated into the proposed <br />development. <br />Conduct <br />A traffic impact study shall b <br />professional traffic engineer <br />planner with previous traffic <br />and standards for the traffic <br />[Article] Section 13.4 of this <br />e prepared by a qualified <br />and /or certified transportation <br />study experience. The procedures <br />impact study are set forth in <br />Ordinance. <br />Prior to the preRaration of a traffic in act study. a sco in <br />meeting shall be held,_ including the planning_ staff, the <br />aRRlicant, and the pregarer of the study. The discussion at <br />this meeting should s0t---th1W--Stud1 Rarameters, including the <br />study area lanned and committed roadway im rovements (by NCDOT <br />or others road-1-inks--and-intersections to be analyzed-, <br />prelimiaa_rg_ traffic distribution, other planned developments to <br />be considered traffic growth rate available ata eriods for <br />which analysis is to be Rerformed, and 2ther staff concerns. <br />The u 1 fications of the greparer may be discussed at or grio r <br />to this meeting_ <br />(The proposed amendments clarify the qualifications of the <br />professional performing the TIS and establish the need for a <br />pre -TIS conference). <br />Applicability <br />Except as described below a traffic impact study shall be <br />required for all zoning changes, special use permits, or site <br />plans that meet the following criteria: <br />Zoning Changes: estimated average traffic generated by <br />uses permitted in the zone being applied for exceeds <br />800 trips /day or 100 trips during the AM or PM gak -hour <br />of highway traffic., <br />[] = delete text <br />bold underline = add text <br />
