OR AN G E C 0 U N T Y <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date Ray 16,__1_990 <br />53 <br />Action Agenda <br />Item 2.a A'b. <br />SUBJECT: PROPOSED AMENDMENTS TO ORANGE COUNTY ZONING ORDINANCE AND <br />ORANGE COUNTY SUBDIVISION REGULATIONS CONCERNING THE <br />REQUIREMENTS FOR A TRAFFIC IMPACT STUDY <br />DEPARTMENT: PLANNING <br />ATTACHMENT(S): <br />- Proposed Amendments to Orange <br />County Zoning Ordinance <br />- Proposed Amendments to Orange <br />County Subdivision Regulations <br />PUBLIC HEARING x Yes No <br />INFORMATION CONTACT: Gene Bell <br />TELEPHONE NUMBERS: <br />Hillsborough - 732 -8181 <br />Durham - 688 -7331 <br />Mebane - 227 -2031 <br />Chapel Hill - 967 -9251 <br />PURPOSE: To receive citizen comment on proposed amendments to <br />the Orange County Zoning Ordinance and Orange County <br />Subdivision Regulations concerning the requirements <br />for a Traffic Impact Study. <br />BACKGROUND: At the November 23, 1987 public hearing, proposed <br />amendments to the Zoning Ordinance and Subdivision <br />Regulations were considered which would require that a <br />Traffic Impact Study (TIS) be performed for zoning <br />changes, special use permits, and site plans that <br />would generate traffic in excess of 800 trips per day. <br />The proposed amendments were adopted in February 1988 <br />and incorporated into the Zoning Ordinance as Article <br />13 and into Section IV of the Subdivision Regulations. <br />The TIS requirements as incorporated into the <br />ordinances were formulated by the Ordinance Review <br />Committee and planning staff and based largely on the <br />"Model Traffic and Transportation Impact Study" <br />prepared by the Bucks County Pennsylvania Planning <br />Commission. It was the intent of the Ordinance Review <br />Committee that the TIS be reviewed by a professional <br />transportation consultant for "fine- tuning" when the <br />County hired a consultant to assist with the <br />Transportation Plan. Accordingly, review of the TIS <br />was incorporated into the scope of services to be <br />provided by Kimley -Horn. <br />
