Norwood stated that the loop definitely <br />had Orange County implications, either as an origin or a <br />destination. <br />Post asked why the existing alignment along Pleasant Green <br />Road could not be used. Rogers stated that it was very <br />difficult to retrofit a controlled access facility and it <br />would be necessary to buy every home along that road. He said <br />the impact on the area would be as great as putting a new <br />facility through an undeveloped area. Norwood stated that the <br />level of service they were trying to provide was the <br />complicating factor, especially if the road was to be widened <br />in the future. Post asked if such a road as the Outer Loop <br />needed to be limited access. Norwood stated that for an area <br />like the Rural Buffer and what the County was trying to <br />accomplish there, limited access was certainly preferable. <br />Rogers stated that if New Hope Church Road -were used to <br />connect I -40 and I -85 instead of the proposed roadway through <br />the Rural Buffer it would be necessary to widen it and it <br />would be extremely difficult, if not impossible , to make it <br />limited access. Post asked why the southern end of the Outer <br />Loop could not be terminated at I -85 and Norwood said he <br />thought this was a reasonable proposal. <br />Best expressed frustration at the fact that the Outer Loo was <br />still on the proposed plan even though there was-no apparent <br />support for it and the County Commissioners had requested that <br />it be removed last May. Rogers.stated that when the time for <br />adoption came, if the County said take it off and we'll adopt <br />it, then DOT will take it off. Norwood indicated that this <br />was against their professional judgement, but they would bow <br />to County wishes. <br />Post asked about situations where roads didn't line up at <br />the boundaries of the different thoroughfare planning areas <br />depicted on the map. Specific roads mentioned were High Rock <br />Road, Dairyland Road, Harmony Church Road. Best also <br />mentioned Edmund Latta Road and Rogers said it was such a low <br />classification that it didn't carry across to the Hillsborough <br />plan. A question arose as to why Kimley -Horn chose High Rock <br />Road instead of Harmony Church Road as a collector. Rogers <br />stated that it was probably because that on the map, High Rock <br />Road looks more direct. However, when you actually ride it <br />you see that it's condition doesn't make it a strong candidate <br />for a high classification. Rogers said DOT had considered <br />classifying it higher, but had changed their mind because of <br />this and the fact that the Hillsborough plan would have to be <br />amended too. <br />VA <br />
