--II <br />GOG A�j <br />inquired as to the right --of -way, speed, and number of lanes of <br />the proposed road. Rogers stated the right -of -way would <br />probably be 90 feet with two lanes initially with provision <br />for eventually widening to four lanes. He stated that the <br />speed in the vicinity of the intersection would be 35 MPH. <br />Eidenier asked about the type of bridge that would be used. <br />Rogers stated that a high span bridge with the least amount of <br />structure in the flood plain would be preferable. <br />Best asked if the King Edward Road extension onto Dimmocks <br />Mill Road involved a new or upgraded bridge over the Eno. <br />Rogers said it would probably be a new bridge. Best asked <br />about the time frame of the Hillsborough Thoroughfare Plan. <br />Rogers stated that the design year was 2010. Best asked for <br />clarification on recommendations listed in the back of the <br />plan document versus improvements depicted on the map and <br />public hearing requirements. Norwood and Rogers pointed out <br />that the map was the plan and that amendments to it required a <br />public hearing. The recommendations listed in the text <br />reflected professional judgement in terms of improvements and <br />timing, but they were nothing more than recommendations. <br />Actual priorities are set in the Transportation Improvement <br />Program (TIP) for which annual public hearings are held, the <br />next one being May 8 at Alamance Community College in <br />Burlington. Rogers said he thought more was being read into <br />the recommendations than was actually intended. He emphasized <br />that by adopting the plan, the County was not adopting or <br />signing off on the priorities. He emphasized again that by <br />adopting the map, the County was only adopting the concept. <br />The purpose of the text and recommendations was to aid in <br />understanding the map. <br />Eidenier asked about features on the plan that might not <br />meet with County Commissioner approval. Norwood stated that <br />DOT would be receptive to suggestions from the County when <br />such features were in the County's jurisdiction and had no <br />direct impact on the Town of Hillsborough or its ETJ. For <br />those features which did affect the town directly, Norwood <br />stated DOT.would like to see the town and County come to them <br />with a joint proposal. Eidenier referred to the Outer Loop <br />proposal on the DCHC Plan and asked how it would be dealt with <br />if Orange County didn't want it and Durham did. Norwood <br />stated that this was a much different situation. He stated <br />that ultimately Orange County speaks for Orange County and he <br />didn't see DOT trying to ram a road it didn't want down its <br />throat. <br />Post asked what the response would be if Orange County said <br />they didn't want the section of the Outer Loop from I -85 to <br />I -40. Norwood said the critical section of the loop from the <br />Durham standpoint is that part, north of I -85. He viewed the <br />section from I -85 to I -40 as being an Orange County issue and <br />felt DOT would be responsive if the County said they didn't <br />want it.
