She <br />was not sure that building a road to divert traffic there <br />would have any real effect. <br />Eidenier asked Rogers if the plans for extending Elizabeth <br />Brady road across the Eno and connecting with Saint Mary's <br />Road had considered connecting with Miller Road instead. <br />Rogers stated that this had been considered, but that wetlands <br />and historic properties made it impossible. Eidenier pointed <br />out the location of the historic properties (Ayr Mount and <br />Montrose) mentioned by Rogers and he stated that he was in <br />error, it was in fact Orange High Road which had been <br />considered. Norwood asked what the advantage to connecting <br />with Miller was. Eidenier referenced plans in the '70's which <br />called for a bridge over the Eno to Miller Road which would <br />then intersect with Phelps Road and then Walker Road. Olson <br />pointed out that Miller Road is very high density and a new <br />road would disrupt an established community. Norwood stated <br />that he thought the ultimate road was Saint Mary's Road. <br />Eidenier pointed out that this would disrupt an established <br />neighborhood also. Olson pointed out that the other <br />alternative was Lawrence Road and that this would be going <br />through an established neighborhood too. Rogers pointed out <br />that the Elizabeth Brady Road extension as shown on the plan <br />was the least disruptive alternative socially. He stated that <br />the proposed extension doesn't intersect with Saint Mary's <br />Road but that a realignment was <br />g proposed in the area just <br />west of the lawn and garden shop. <br />Olson said that a principal reason stated for Elizabeth Brady <br />Road extension and the Lawrence Road improvements was to <br />divert 86 traffic around town. She felt if this was the <br />purpose then the western by -pass would be more appropriate. <br />Rogers said he understood what she was proposing, but felt <br />that the route would be too circumferential and would result <br />in dumping the diverted traffic on U.S. 70. Olson questioned <br />the impact of additional traffic on the segment of U.S. 70 <br />between N.C. 86 and Saint Mary's Road, stating that it seemed <br />to be over capacity at times. Rogers stated that the main <br />difference between here and Churton Street is that this road <br />could be widened much easier than could Churton Street. <br />Eidenier referred to an earlier proposal by John Hartwell <br />to put a bridge over the Eno near Ayr Mount. She stated he <br />had proposed a limited- access or no- access highway nd asked if <br />this was a possibility. Rogers stated that limited - access <br />might be a possibility. He and Norwood both endorsed the idea <br />of limited- access as a primary way of increasing the traffic <br />carrying capacity of a road. Olson stated that the amount of <br />property zoned general commercial in the 70 /Saint Mary's area <br />would seem to be at odds with rapid movement of traffic <br />through the area. Rogers stated that after much thought on <br />the subject, he felt that the most beneficial project to <br />Hillsborough would be Elizabeth Brady Road extension. Olson <br />5 <br />
