-A-- <br />• •I <br />Element of the Land Use Plan so ordinances and transportation <br />r, impact analyses could be based upon the characteristics of the <br />road classifications. <br />Best said that technically, the classification system done by <br />Kimley -Horn was not a thoroughfare plan and asked the DOT <br />representatives for their opinion. Danny Rogers stated that <br />he had reviewed the map submitted by Kimley -Horn and compared <br />it with the draft plan he prepared in 1988. Most differences <br />involved parallel routes which in most cases boiled down to a <br />matter of preference. He stated that since Kimleyo reflect <br />done a more detailed map, he had amended his map <br />Kimley- Horn's work. He further stated that the local streets <br />would not be part of the thoroughfare plan. <br />Best asked Rogers if the Orange County portion of the plan <br />would have recommendations included as did the Hillsborough <br />Thoroughfare Plan, i.e., a recommended improvements and <br />priorities list. Rogers drew a distinction between the plan <br />and recommendations. He stated that the map was the plan and <br />that text accompanying it was the thoroughfare plan report. <br />He further stated that most recommendations in the report <br />would involve widening existing paved roads and paving those <br />that are currently unpaved. Rogers stated that these <br />recommendations would be included in the "street appendix" of <br />the report. He stated that recommendations <br />were just that, that all the County would be adopting would be <br />the map. <br />Eidenier asked if DOT was still planning to pave all unpaved <br />roads in the state. Rogers responded that all existing state <br />roads with trips greater than 50 vehicles per day (VPD) were <br />to be paved by the year 2003. This was a revised date from <br />the original target date of 1999. <br />Best then asked if DOT could supply the road index with <br />widening priorities listed. He also asked about bridge <br />recommendations. Norwood and Rogers stated that bridges <br />were listed in the TIP. They said they could supply a copy if <br />the County did not have one. Bell stated that he <br />would check with Beverly Blythe, Clerk to the Board of County <br />Commissioners and see if she had an up -to -date copy. Best <br />emphasized that before anything went to public hearing, <br />pertinent background data such as was being discussed needed <br />to be on -hand and very visible to the commissioners. Rogers <br />asked Best if he was referring <br />to paving priorities. Best said he was not necessarily <br />referring to paving priorities, but things such as the bridge <br />on Guess Road in Little River Township which needs there <br />to be repaired. Rogers stated that in their report <br />was a list of bridges which were substandard or structurally <br />deficient and in need of repair.
