A related <br />concern was the potential impact of a new <br />bridge on the water quality of Lake Ben <br />Johnston. <br />c) High Rock Road - Classify the section of High <br />Rock Road from the urban thoroughfare plan <br />boundary to Lebanon Road as urban minor <br />thoroughfare to promote consistency with the <br />rural portion of the road. <br />2) DCHC Plan <br />a) Remove the Orange County portion of the Outer <br />Loop from the proposed thoroughfare plan. <br />b) Classify the portion of Dairyland road from <br />the urban thoroughfare plan boundary to the <br />intersection of Bethel- Hickory Grove Church <br />Road as urban minor thoroughfare to promote <br />consistency with the rural portion of the <br />road. <br />RECO1rMNDATION: The Planning Staff recommends: <br />1) Adoption of the Orange County functional road <br />classification; <br />2) adoption of the DCHC Plan following Chapel Hill <br />adoption, provided that, the Outer Loop is removed <br />in its entirety and there is a consistent <br />classification applied to Dairyland Road; <br />3) adoption of the Hillsborough Plan, provided that, <br />there is a re- assessment of the need for the <br />Western By -Pass, there is a consistent <br />classification applied to High Rock Road, and a <br />recognition of the County Commissioners resolution <br />of March 5, 1990 concerning best management <br />practices and continued access under I -85 as part <br />of the programmed improvements for I -85; and <br />4) adoption of the Alamance County Urban Area Plan <br />contingent upon a re- assessment of the need for <br />the Mattress Factory Road interchange as expressed <br />by the Planning Board at their meeting of March <br />19, 1990. <br />DR1I:TPLANABS.DOC <br />kill <br />
