The existing Hillsborough <br />Thoroughfare Plan and applicable portions of the <br />proposed thoroughfare plans for the Durham - Chapel <br />Hill- Carrboro Urban Area and Alamance County Urban <br />Area have been merged with a County- specific road <br />classification system for the rural areas of the <br />County. <br />BACKGROUND: In 1987, the Town of Hillsborough appointed a study <br />committee to work with a representative of NCDOT to <br />develop a thoroughfare plan for the town. A plan was <br />developed and adopted in the fall of 1987 by the town <br />and State Board of Transportation. In that a <br />substantial portion of the area encompassed by the <br />plan was in County planning jurisdiction, the County <br />was asked to adopt the plan too. <br />The County declined to adopt the plan, citing a desire <br />to see a coordinated plan for the entire County. At <br />that time, the Durham - Chapel Hill - Carrboro (DCHC) <br />Thoroughfare Plan was in the formative stages and <br />NCDOT had been requested to provide assistance to <br />Orange County in developing a plan for the rural areas <br />of the County. <br />In the spring of 1988 the Draft DCHC Plan went through <br />the first round of public hearings.
