Otherwise, she felt <br />that roads in Orange County were able to withstand future development. <br />Several committee members agreed with this assessment. <br />Ed Siebert felt that a factory built in a rural area of Orange County <br />with a moderate number of employees would be no problem to the existing <br />road network. Dolly Hunter pointed out that Eubanks Road in Chapel <br />Hill was upgraded on this plan, but that past proposals to extend <br />Eubanks Road as an outer loop to Chapel Hill had been deleted. <br />V. Transportation Impact Study Provision <br />Gene Bell explained to the group the amendments proposed for the <br />Transportation Impact Study Provision. A Transportation Impact Study <br />will be required any time there is a zone change, a site plan approval, <br />or a special use permit. Basically, if there is a change of 800 trips <br />per day caused by a certain development, a Traffic Impact Study will be <br />required (this can be equated to 80 or more residential units). The <br />purpose of the Transportation Impact Study Provision is to ensure that <br />development does not adversely impact existing transportation <br />corridors. How difficult a study like this is to do is unknown since <br />it has never been done in Orange County. The group felt that 10 trips <br />per day per residence is too high an estimate. Gene Bell suggested <br />that it may be appropriate for the EDC to comment about this standard. <br />Guido De Maere was concerned that, if an area were re -zoned without <br />being sure of what could actually locate there, it would be difficult <br />Page 6 <br />
