® <br />M j�j Infrastructure Minutes <br />1/nB11 � V April 10, 1990 <br />the Seven Mile Creek Basin and the committee was concerned <br />about run -off and siltation as well as increased traffic and <br />the chance of hazardous chemical spills. The committee was <br />also concerned that West Ten Road would be cut off since the <br />Plan does not include keeping an underpass for West Ten to <br />under I -85. <br />In late March, the Board of County Commissioners passed a resolution to <br />be forwarded to the Department of Transportation to request that best <br />management practices and access under I -85 for West Ten Road be <br />incorporated into the plan for the I -85 widening project. <br />III. Durham Cha el Hill Carrboro Thoroughfare Plan. <br />The Durham /Chapel Hill /Carrboro Thoroughfare Plan was started in 1984, <br />but the plan is not currently adopted. Most of the comment at the 1988 <br />Public hearing held concerning this plan involved the "Treyburn Outer <br />Loop" which connects from NC -86, just north of Blackwood Station, to <br />Treyburn. The plan was resubmitted to the Board of County <br />Commissioners in May 1989, but the commissioners still felt the plan <br />was not appropriate. The objections to the outer loop primarily <br />concerned its Rural Buffer location. Comments were also made about the <br />Laurel Hill Parkway south of Chapel Hill during public hearings in the <br />Chapel Hill /Carrboro planning jurisdiction. <br />IV.
