As a part of the review of all these items, the Planning Department has <br />already met with the Hillsborough Town Board and will meet with the <br />Township Advisory Councils for their review. <br />II. H .1 Isboroq&h Area Thoroughfare Plan. This plan was started in <br />1986 and was adopted by the Hillsborough Town Board in 1987. Since <br />part of the plan encompasses Orange County land in Hillsborough's <br />Extraterritorial Jurisdiction (ETJ) Orange County was asked to adopt <br />it. The County did not adopt it because they felt they needed more <br />detail. <br />This plan was reviewed on March 14 by the Transportation Advisory <br />Subcommittee; Chris Best is the chair of this subcommittee. Concerns <br />they had were: <br />1) The eastern bypass recommended in this plan would extend <br />Elizabeth Brady Road to meet US 70. Concerns they have are: <br />A) crossing the Eno River and the environmental impact of this <br />bridge; B) impact on historical areas and houses along its <br />path; and C) impact on neighborhood integrity including the <br />costs of the project and additional traffic. <br />2) The western bypass proposed in this plan. Environmental <br />concerns were centered on the Upper Eno Watershed; it drains <br />into Corporation Lake and Lake Ben Johnson. Increased traffic <br />may impact these domestic water sources. <br />3) Efland area where I -85 will be widened to 8 lanes.
