Our,reasons for the classifications are described below. <br />Hi h Rock Road, HarLnony—Church goad <br />Both of these roads serve the northwest area of Orange County, providing radial connections to <br />Hillsborough. We recommend classification of High Rock Road as a collector and Harmony <br />Church Road as a major local road. The two roads have similar adjacent land use (existing and <br />Planned) and geometrics, although High Rock Road has a greater paved length (2.6 miles vs. 1.5 <br />miles). The existing and projected traffic volumes are slightly higher for High Rock Road (250- <br />300) than for Harmony Church Road (100 -250). High Rock Road also rovides a more direct <br />route to Efland and to central Hillsborough via US 70. Because of thesereasons, High Rock <br />Road is the more appropriate of the two roads to be a collector. <br />D it La nd RQaa R 11771 <br />Dairyland Road is recommended for classification as a collector in Kimley- Horn's plan. It <br />provides an east -west connection between Orange Grove Road, a collector, and the D -CH -C <br />urban study area. Dairyland Road is the only east -west connection between Arthur Minnis Road <br />0.5 miles to the north) and NC 54 (3.5 miles to the south). While Dairyland Road is classified as <br />a local street in the D -CH -C plan, it connects to Hillsborough Road, which leads directly to <br />downtown Carrboro. The projected traffic volume of 850 vehicles per day is consistent with that <br />on other county collectors. <br />Both of these cases are somewhat borderline, as evidenced by the differences between our <br />classification and NCDOT's classification.
