MEETING SUMMARY <br />OF THE <br />CHEEKS TOWNSHIP ADVISORY COUNCIL <br />APRIL 24, 1990 <br />EFLAND UNITED METHODIST CHURCH <br />MEMBERS PRESENT: Aimee Tattersall <br />Marilyn Liner <br />Ralph P. Edwards <br />Ira Ward, Jr. <br />STAFF PRESENT: Gene Bell <br />Emily Crudup <br />The meeting began at 7:50. A quorum of members was not <br />present, so election of officers was delayed to a future <br />meeting. <br />Emily distributed copies of the draft advertisement for the <br />May 29th public hearing and the revised work schedule for the <br />Efland Area Study. She described the purpose of the quarterly <br />public hearing and highlighted the fact that Orange County's <br />first Environmental Impact Ordinance was scheduled to be <br />presented at the hearing on May 29th. <br />She gave a brief update on the progress of the Rural <br />Character Study followed by a discussion of the proposed <br />work schedule for the Efland Area Study. The major concern <br />expressed by the TAC members present was regarding the scope <br />or boundaries of the area study. Staff indicated that the <br />scope of the study had not yet been determined and would be <br />discussed at the first meeting listed on the work schedule as <br />May 17th. <br />At 8:10, Gene Bell began his presentation of the Orange <br />County Thoroughfare Plan. He announced that a special public <br />hearing had been scheduled for May 16th in the Superior <br />Courtroom of the new courthouse in Hillsborough. Gene stated <br />that the purpose of the hearing was to get citizen input on <br />the proposed Thoroughfare Plan as well as on amendments to <br />Article 13 of the Zoning Ordinance, Traffic Impact Study, and <br />the private road standards contained in the Subdivision <br />Regulations. <br />Gene described some of the history behind the Thoroughfare <br />Plan including the work of the Transportation Advisory <br />Subcommittee and the consultants, Kimley- Horne. He identified <br />several of the concerns surrounding the Hillsborough portion <br />of the plan, as well as the Durham Outer Loop which met with <br />considerable local opposition.
