Oth r Considemtions
It has been suggested that the TIS also address vehicle emissions and noise. These
aspects are not normally within the scope of traffic impact studies, would require
specialized knowledge and techniques, and would be difficult to assess and interpret.
We therefore recommend that these analyses not be included in Article 13. If desired,
the County could establish an environmental assessment requirement for major
developments that would include these analyses as well as traffic analyses.
Analyses for impact on pedestrian or bicycle travel were also suggested. We feel that
these would be appropriate only in certain locations and under certain circumstances;
therefore, they should not be made part of the ordinance but may be requested by
staff where appropriate.
There is some question as to whether the ordinance should include the technical details
needed in a TIS, as does Article 13, or whether the ordinance should be broad and be
supplemented by detailed guidelines prepared by staff. We would normally favor the
latter approach; however, since the details are included in the existing ordinance, we
recommend keeping that general format with recommended revisions.
A new table is proposed for inclusion as an appendix to the ordinance, to clearly
indicate the levels of development that would typically require a traffic impact study.
51
