Oth r Considemtions <br />It has been suggested that the TIS also address vehicle emissions and noise. These <br />aspects are not normally within the scope of traffic impact studies, would require <br />specialized knowledge and techniques, and would be difficult to assess and interpret. <br />We therefore recommend that these analyses not be included in Article 13. If desired, <br />the County could establish an environmental assessment requirement for major <br />developments that would include these analyses as well as traffic analyses. <br />Analyses for impact on pedestrian or bicycle travel were also suggested. We feel that <br />these would be appropriate only in certain locations and under certain circumstances; <br />therefore, they should not be made part of the ordinance but may be requested by <br />staff where appropriate. <br />There is some question as to whether the ordinance should include the technical details <br />needed in a TIS, as does Article 13, or whether the ordinance should be broad and be <br />supplemented by detailed guidelines prepared by staff. We would normally favor the <br />latter approach; however, since the details are included in the existing ordinance, we <br />recommend keeping that general format with recommended revisions. <br />A new table is proposed for inclusion as an appendix to the ordinance, to clearly <br />indicate the levels of development that would typically require a traffic impact study. <br />51 <br />
