Some reference should <br />be made to pass -by traffic and internal capture. <br />e) Analysis of Transportation Impact <br />This section describes procedures used to determine the traffic impact <br />of a development. An item missing from the discussion is calculation <br />and use of "background traffic ", that additional traffic resulting from <br />other developments in the vicinity and from regional growth. Average <br />daily traffic volumes should be reported. Sight distance should be <br />addressed at project access points. <br />f) Conclusions and Recommended Improvements <br />This section describes the reporting of conclusions and <br />recommendations. Some qualification is needed to specify which <br />roadways and intersections should be analyzed. The use of level -of- <br />service C as a standard appears high in most cases. Level of service <br />D is accepted for most urban areas as the minimum standard for peak <br />hour, traffic congestion; we recommend its use in urbanizing portions <br />of Orange County. We question the inclusion of some items such as <br />funding responsibility and cost in this document rather than in an <br />agreement to be reached at a later date. <br />13.5 Submission and Impigmentation <br />This final section describes procedure for submitting, reviewing, and acting <br />upon the TIS as it relates to zoning, special use permits, and site plan <br />approval. Under rezoning, the TIS shall be considered, while for special <br />use permits and site plan approval, improvements recommended in the TIS <br />may be made conditions of approval. No discussion of Planned Development <br />approval is included. Improvements as conditions of approval are limited to <br />those on or adjacent to the site. We propose including discussion of <br />Planned Development approval and expanding the conditions of approval to <br />include off -site improvements. <br />s0 <br />
