Discussion of Revisions <br />13.1 Purpose <br />The existing language provides a clear, concise summary of the purpose of a <br />traffic impact study (TIS). Some of the language, however, suggests that <br />such a study is required only when there are existing capacity or safety <br />problems. <br />13.2 Conduct <br />This section describes the qualifications for a preparer of a TIS. <br />13.3 Ant)licability <br />This section describes the types of projects for which a TLS should be <br />prepared. The daily trip threshold is on the low side but reasonable for a <br />rural area. We suggest that a peak -hour threshold also be stated to cover <br />uses that generate a high proportion of their trips during the peak hour. <br />Exceptions should be made for projects that have previously submitted a <br />TIS and which require approvals for minor changes. Conversely, a TIS <br />should be required for building expansion or a change in use that would add <br />at least 800 trips per day or the equivalent peak -hour volume. The <br />provision that some uses may be exempted from the TLS requirement if it is <br />shown that the project will not create a need for traffic improvements is <br />recommended for deletion. In our opinion, the potential need for traffic <br />improvements should be determined by a TIS. Also, specific reference <br />should be made to the Planned Development approval process. <br />Pre- AvDlication ConfergM <br />A new section should be added describing a conference between the <br />planning staff, the applicant, and the preparer of the TIS, at which will be <br />determined the preparer's qualifications, the study area boundaries, planned <br />roadway improvements, links and intersections to be analyzed, traffic <br />distribution, other developments to be considered, available data, peak hours <br />for which analysis is to be performed, and other staff concerns.
