Discussion of Revisions <br />IV- B- 3 <br />This section states the County's policy that public roads are generally required in <br />subdivisions and describes design features and other conditions that would be <br />considered in determining whether private roads should be permitted. <br />Four conditions are stated under which subdivisions streets would be required to be <br />public. No changes are proposed in this section. <br />Five conditions are given which are to be considered in determining whether private <br />roads should be permitted in a subdivision. Several changes are suggested here. <br />Under paragraph 1, which discusses preserving rural character, wording is inserted to <br />more precisely define lot sizes that could justify private roads. Some wording is <br />revised and sections combined to condense and clarify the text. <br />The third paragraph, which does not specifically deal with design issues, is moved to <br />follow the numbered paragraphs and revised to include formation of a property owners' <br />association and limiting use to residential. An association is necessary to maintain <br />private roads, and private roads are not compatible with non - residential uses. <br />The fourth and fifth paragraphs are not changed. <br />A new paragraph is added specifying reduced environmental impact in sensitive areas as <br />a reason for private roads. The primary reasons for private roads in watershed areas <br />would be low density of development and reduction of earthwork (cut and fill) in <br />critical areas. Paving or lack of such would have little effect on the amount of <br />impervious surface. <br />IV-B-3-d-2 <br />This paragraph refers to design standards and to access and maintenance agreements. <br />This section is revised to include reference to Appendix A for design standards.
