INTRODUCTION <br />Orange County is located in the Piedmont region of North Carolina and is considered <br />to be the western hub of the Research Triangle area. Major population centers in the <br />county include Chapel Hill, Carrboro, and the county seat, Hillsborough. The eastern <br />portion of Mebane and the community of Efland are also located in Orange County. <br />Orange County has recently experienced considerable growth, due to such factors as <br />general increase in the Research Triangle region, growth in the University of North <br />Carolina at Chapel Hill (the county's major employer), and the recent completion of I- <br />40 between the Research Triangle Park employment center and I -85 at Hillsborough. <br />In order to deal with these growth issues, the County has commissioned several <br />planning studies: a comprehensive land use plan; a rural character study, in which <br />issues of preserving rural areas in the county; a watershed protection study; and this <br />transportation plan. The transportation plan was initiated due to concern by the <br />County with the impact of the Durham - Chapel Hill Thoroughfare Plan and especially <br />the thoroughfare plan for Hillsborough on the rural portion of the county. The County <br />also had concerns over such growth - oriented issues as policies and standards for <br />private roads in new developments and for studies of the traffic impact of new <br />developments. <br />Because of these concerns, the County selected Kimley -Horn and Associates, Inc. to <br />perform a comprehensive transportation plan for the County. Phase I of this study, <br />included in this report, consists of the following elements: <br />o County - Specific Road Classification System <br />o Collector /Subcollector Road System <br />o Private Road Standards and Policies <br />o Traffic Impact Study Requirements and Procedures <br />1 <br />
