Several years ago, the Planning Board <br />identified the need for more specificity in <br />classifying the County's road network taking into <br />account the character as well as the gross carrying <br />capacity and current traffic flow on existing roads. <br />It was also the desire of the Planning Board to define <br />a classification system that would lend itself to <br />inclusion in a county -wide thoroughfare plan to be <br />produced in cooperation with NCDOT. <br />To aid in developing the functional classification <br />system, the following roadway characteristics were <br />inventoried: length, type of surface, number of <br />lanes, road width, shoulder width, right -of -way width, <br />adjacent land use, extent of development, speed limit, <br />traffic control, roadway alignment, and traffic <br />volumes (historic, existing, and projected). <br />The Transportation Advisory Subcommittee (TAS) working <br />with the consulting firm of Kimley -Horn used the <br />above information in conjunction with the existing <br />classification system and NCDOT recommendations to <br />
