COPY - NCOOT <br />VI. IMPLEMENTATION <br />There are several tools which are available for use by a <br />county to assist in the implementation of a Thoroughfare Plan. <br />They are as follows: <br />State - County Adoption of Thoroughfare Plan <br />If requested, the Department of Transportation, in <br />cooperation with a county, will cooperatively develop and mutually <br />approve a county thoroughfare plan. The mutually adopted plan <br />would serve as a guide to the Department of Transportation in the <br />development of the road and highway system of the County. The <br />approval of the plan by the County will enable standard <br />regulations and land use controls to be used effectively to assist <br />in the implementation of the plan. <br />Subdivision Controls <br />The subdivision regulations require every subdivider to <br />submit to the county planning commission a plan of the proposed <br />subdivision and requires that the subdivision be constructed to <br />certain standards. Through this process, it is possible to <br />require the subdivision streets to conform to the thoroughfare <br />plan and to reserve or protect necessary right -of -way for <br />projected roads and highways that are to become a part of the <br />thoroughfare plan. The construction of subdivision streets to <br />adequate standards would reduce maintenance costs and will <br />facilitate the transfer of the streets to the State Highway <br />System. Appendix D outlines the recommended design,standards. <br />Land Use Controls <br />Land use regulations are an important tool in that they <br />regulate future land development and minimize undesirable <br />development along roads and highways. The land use regulatory <br />system can improve highway safety by requiring sufficient building <br />setbacks to provide for adequate sight distances and by requiring <br />off - street parking. <br />Funding <br />The majority of the improvements are scheduled and funded by <br />the Transportation Improvement Program. The Board of <br />Transportation regularly conducts public meetings to obtain input <br />from the public of their needs for highway improvements. <br />However, not all roadway improvements are covered by this <br />procedure. Nearly all secondary road work is done on a county -by- <br />county basis. These funds (county construction account) are used <br />35 <br />
