COPY _- NCOO7 <br />An effective implementation of a plan requires the county and <br />State to procure in advance or protect by various legal controls <br />the rights -of -way necessary for improvements which will ultimately <br />be required. The thoroughfare plan is based on anticipated growth <br />in the rural area. Because actual growth rates and patterns may <br />differ from those logically anticipated, it may be desirable to <br />accelerate or retard the development of thoroughfares or to make <br />revisions that will coordinate with these actual rates and <br />patterns. For this reason, periodic updates of these studies <br />should take place every five to ten years unless conditions <br />warrant otherwise. It is imperative to the development of a <br />county that the thoroughfare plan be closely coordinated with <br />other phases of a comprehensive plan for this county. <br />2 <br />
