Normally the <br />Proposed streets should be the extension of existing streets if <br />Possible. <br />The urban planning area shall consist of that area within the <br />urban planning boundary as depicted on the mutually adopted <br />Hillsborough Thoroughfare Plan. The rural planning area shall be <br />that area outside the urban planning boundary. <br />A.
