G'�', <br />The subcommittee feels the current Traffic Impact Study Requirements in Article 13 of the <br />Zoning Ordinance knd the Subdivision Regulations have merit. Providing for a well <br />designed and useful transportation network is an obvious benefit to both commercial and <br />residential concerns. Kimley -Horn was particularly helpful with their report. They have <br />conducted numerous Traffic Impact Studies, and were useful in providing a professional <br />traffic engineer's point of view. A traffic impact study has not been required in Orange <br />County yet under the current regulations, but some revisions are suggested to clarify the <br />process. Some key points to look at in Article 13: Traffic Impact Study are 1) the request <br />for a scoping meeting between planning, developer and traffic engineer to set the <br />parameters of the study, 2) more detailed and specific information requirements for the <br />impact study to better understand the short and long term affects of a project and 3) Table <br />13.1 detailing the typical thresholds for requiring a Traffic Impact Study. The Economic <br />Development Commission will present comments on the revisions at the public hearing. <br />The Orange County road classification system was developed for inclusion into the <br />Transportation Element of the Comprehensive Plan. It will also be used as the basis of the <br />County Thoroughfare Plan. N.C.D.O.T. has agreed to use our classification system map <br />based on the data the county has collected. No new roads are proposed in our <br />collector /subcollector road system, but there are some large tracts of land that have been <br />identified for possible future through roads when development does occur. <br />The Orange County Thoroughfare Plan ties in well with the DCHC and Hilllsborough <br />Plans. There are some areas in the plans that are of concern to the subcommittee members <br />as well as members of the Township Advisory Councils. Their comments are included in <br />your documentation for information. Some points to look at: in the DCHC Plan the <br />subcommittee feels the so called "Northern Loop" should be removed entirely from the <br />map. Also, Dairyland Road should be considered to be upgraded to a minor thoroughfare. <br />In the Hillsborough Plan, the Western Bypass toward Dimmocks Mill Road over the Eno <br />River is a concern. So is the Elizabeth Brady Road extension. Along High Rock Road and <br />Harmony Church Road, the subcommittee suggests High Rock Road as a minor <br />thoroughfare in the Hillsborough Plan. The expected Efland interchange expansion was <br />discussed at length. <br />The subcommittee hopes that after the completion of Phase I, including the Transportation <br />Element and the ordinance amendments, the group can proceed with Phase 11. The <br />subcommittee would like to discuss and develop other overlays to the Transportation <br />Element such as existing bikeways, rail and mass transit as well as possible future <br />expansions to these components in coordination with neighboring counties and <br />municipalities. <br />The group would also like to look into possible ways of designating certain county <br />thoroughfares as scenic and to provide incentives for a voluntary scenic road system in <br />Orange County. <br />Of particular importance will be the implementation of design standards for the various road <br />classifications to be used in the planning for new development. With standards put in <br />place, the county can take a more active and informed role in participating in the <br />Transportation Improvements Program. <br />Thank you for your consideration of these matters. <br />R <br />
