FOURTH PRIORITY (2005 -2010) <br />The fourth priority projects include a bridge realignment - <br />replacement, safety, and intersection realignment on Dimmock's <br />Mill Road and a new two -lane facility on Tree Farm Road. Fourth <br />priority widening is recommended for St. Mary's from US 70 Bypass <br />to SR 1561, South Lawrence Road to NC 86, and a small section of <br />Elizabeth Brady Road. Total cost of fourth priority projects is <br />estimated to be $ 5.8 Million. <br />ULTIMATE IMPROVEMENTS <br />Where recommendations involve staged construction to interim <br />improvements, costs are given to expand these facilities to <br />ultimate dimensions. Costs to completely implement the entire <br />thoroughfare plan's ultimate system recommendations has not been <br />calculated but could be in excess of $100,0001000. Cost savings <br />achieved through dedications or reservations of needed rights -of- <br />way and by construction of needed improvements by private develop- <br />ment could greatly reduce this amount. Adoption of an updated <br />thoroughfare plan allows greater coordination and cooperation <br />among all concerned. <br />SUMMARY <br />A thoroughfare plan should be viewed as a system of inter- <br />related parts. Missing components require other facilities to <br />function in their absence, performing dual roles which might <br />require additional improvements to achieve acceptable levels of <br />service. As such, revisions to the plan may warrant revisions to <br />these recommendations. <br />It is the responsibility of the local elected officials to <br />advise the North Carolina Board of Transportation which projects <br />should be programed by the Department. The thoroughfare plan <br />(and its supporting documentation) assists in these efforts but <br />does not take their place. <br />These recommendations attempt to provide a plan for <br />systematically improving t�e Hillsborough area road system in a <br />logical, cost - effective wa .
