FOURTH PRIORITY (2005 -2010)
The fourth priority projects include a bridge realignment -
replacement, safety, and intersection realignment on Dimmock's
Mill Road and a new two -lane facility on Tree Farm Road. Fourth
priority widening is recommended for St. Mary's from US 70 Bypass
to SR 1561, South Lawrence Road to NC 86, and a small section of
Elizabeth Brady Road. Total cost of fourth priority projects is
estimated to be $ 5.8 Million.
ULTIMATE IMPROVEMENTS
Where recommendations involve staged construction to interim
improvements, costs are given to expand these facilities to
ultimate dimensions. Costs to completely implement the entire
thoroughfare plan's ultimate system recommendations has not been
calculated but could be in excess of $100,0001000. Cost savings
achieved through dedications or reservations of needed rights -of-
way and by construction of needed improvements by private develop-
ment could greatly reduce this amount. Adoption of an updated
thoroughfare plan allows greater coordination and cooperation
among all concerned.
SUMMARY
A thoroughfare plan should be viewed as a system of inter-
related parts. Missing components require other facilities to
function in their absence, performing dual roles which might
require additional improvements to achieve acceptable levels of
service. As such, revisions to the plan may warrant revisions to
these recommendations.
It is the responsibility of the local elected officials to
advise the North Carolina Board of Transportation which projects
should be programed by the Department. The thoroughfare plan
(and its supporting documentation) assists in these efforts but
does not take their place.
These recommendations attempt to provide a plan for
systematically improving te Hillsborough area road system in a
logical, cost - effective wa . If these recommended improvements
are progressively implemented, then the area's roads should be
adequate for its next generation of residents.
52
