CONSTRUCTION PRIORITIES STAGED CONSTRUCTION Several recommendations on the proposed plan (Table 5) call for staged construction parentheses)gbeingltherultimateve- ment and phase two (d enoted erim improvement. Similarly, several roads are proposed to be improved to three -lane sections with shoulders graded to allow expansion to five lanes with curb and gutter, sidewalks and utility easements, when warranted, at a future date.
