VIII. CONSTRUCTION PRIORITIES <br />STAGED CONSTRUCTION <br />Several recommendations on the proposed plan (Table 5) call <br />for staged construction parentheses)gbeingltherultimateve- <br />ment and phase two (d enoted <br />erim <br />improvement. When sta to constructin is twentytyear <br />improvement is considered <br />planning period provided the proposed improvements are fully <br />implemented. <br />When an ultimate four -lane median - divided section is <br />recommended for staged construction (e.g., Western Bypass and <br />Northside Drive), the proposed interim section will be two lanes <br />offset on the right -of -way to facilitate the construction of the <br />median and the other two lanes at a later date. The outside <br />shoulders would be graded to allow for a third lane in each <br />direction if curb and gutter were to be installed. Similarly, <br />several roads are proposed to be improved to three -lane sections <br />with shoulders graded to allow expansion to five lanes with curb <br />and gutter, sidewalks and utility easements, when warranted, at a <br />future date. Use of curaoutsideeshoulders maintenance <br />right -of -way needs because <br />are not needed; however, construction costs and storm water runoff <br />rates are increased. <br />PRIORITIES <br />Table 5 lists improvements to the proposed plan in five <br />categories.
