n <br />REDEVELOPMENT <br />Redevelopment is the term used to describe efforts toward the <br />removal or rehabilitation of undesirable development. It is one <br />of the few tools available that can be used to correct basic <br />mistakes in the street system such as (1) poor design, (2) poor <br />layout, or (3) too many streets. <br />MUNICIPAL SERVICE DISTRICTS <br />Under Chapter 160A, Sections 535 -543 of the General Statutes, <br />the legislative body of a municipality may create one or more <br />municipal service districts in a downtown commercial area in order <br />to raise additional funds for physical improvements. One of the <br />stipulated purposes of the district is to facilitate traffic flow <br />and parking. The district may float a bond issue which would be <br />paid off with revenues from any extra ad valorem tax on all <br />property within the district's boundaries. Once the improvements <br />have been completed and the bonds retired, the extra tax would <br />cease and the district would dissolve. <br />DEVELOPMENT REVIEWS <br />Driveway access to a state- maintained street or highway is <br />reviewed by the District Engineer's office and the Traffic <br />Engineering Branch of the Department of Transportation prior to <br />access being allowed. Any development expected to generate large <br />volumes of traffic (e.g. shopping centers, fast food restaurants, <br />large industries, etc.) may be comprehensively studied by a review <br />team or staff from Traffic Engineering, Planning and Research, and <br />Roadway Design Branches of the Department. If done at an early <br />stage it is often possible to significantly improve the develop- <br />ments accessibility at a minimal expense. Since the municipality <br />is often the first point of contact for development interests, it <br />is important that the municipality advise developers of this <br />review requirement and cooperate in the review. <br />43 <br />
