VII. IIPT-TATION <br />Both the Town of Hillsborough and the North Carolina <br />Department of Transportation have responsibility for implemen- <br />tation of the Thoroughfare Plan. North Carolina General Statutes <br />G.S. 136 -66.1 specify which elements of a plan are State re- <br />sponsibility, and which are a municipal responsibility. In <br />general, the State is responsible for those facilities which will <br />be serving major volumes of through traffic and traffic from <br />outside to major commercial, industrial and institutional areas <br />inside a municipality. Facilities which will serve principally <br />internal travel are to be a municipal responsibility. A <br />municipality may share in a portion of the right -of -way cost on <br />projects constructed by the State depending upon the degree of <br />benefits to the municipality and restrictions defined in House <br />Bill 1211 (1987 Session). <br />The recommended construction priorities for improvements <br />suggested in the Hillsborough Thoroughfare Plan have an estimated <br />total cost of $184,677,000. Declining revenues from gasoline <br />taxes as a result of more efficient vehicles being added to the <br />vehicular fleet and inflated road construction costs have greatly <br />reduced the ability of the State to fund improvement projects. In <br />fiscal year 1988 the State's construction program for Interstate, <br />Rural Primary, Urban System, bridge replacement, and safety <br />improvements was estimated to total $373 million statewide. The <br />needs, however far outweigh the available funding and State and <br />Federal Governments are relying increasingly on city and private <br />sources of funding. <br />Initiative for plan implementation will rest largely with the <br />Town of Hillsborough. Implementation of the plan will not be an <br />easy task. However, there are a number of procedures, resources, <br />and tools available to the Town which can aid in plan implemen- <br />tation. These include city funding, federal revenue sharing or <br />block grants, urban bonds, redevelopment, municipal service <br />district, zoning ordinance, subdivision ordinance, future street <br />line ordinance, advance purchase of rights -of -way and continued <br />lobbying for State construction of needed facilities which are a <br />State responsibility. <br />Effective and continuing use of available resources, tools, <br />and programs over an extended period of time such as the 20 year <br />planning period can result in the recommended projects being fully <br />developed. <br />A number of the administrative tools, ordinances, and <br />procedures recommended for project implementation may be new to <br />Hillsborough. Many of these tools can be used effectively to make <br />improvements to other elements of the thoroughfare system which <br />would be desirable but were not identified as specific needs.
