VI. THOROUGHFARE PLAN <br />The Hillsborough Thoroughfare Plan (Figure 5) is comprised of <br />many existing components and proposed new ones. This section <br />describes the components of the Hillsborough Thoroughfare Plan <br />both in terms of their proposed role in an idealized thoroughfare <br />system and their recommended widths. The following section des- <br />cribes a suggested schedule for implementing these improvements. <br />BYPASSES <br />I -40 is a four -lane divided freeway which can be expanded to <br />eight lanes when needed. Providing east -west movement and a <br />direct link from the Research Triangle Park and Chapel Hill, I -40 <br />ties into I -85 just south of Hillsborough. <br />I -85 is a four -lane divided facility which is programed to be <br />widened to six lanes (with provisions for eight) beginning in FY <br />1992. I -85, a north -south interstate corridor which bypasses the <br />southern part of Hillsborough provides a major link with Durham <br />and other cities along the Piedmont crescent. To facilitate the <br />development of a bypass around the west side of Hillsborough, the <br />interstate widening should include the conversion of the US 70 - <br />I -85 interchange to one which would allow movements in all <br />directions. <br />The Western Bypass is a proposed two -lane facility with <br />provisions for a four -lane median - divided section. This facility <br />would provide a bypass around the western side of Hillsborough <br />from NC 57 and NC 86 to the US 70 - I -85 interchange. <br />RADIALS /CROSSTOWNS <br />Churton Street (SR 1009) serves as the primary north -south <br />radial /crosstown through Hillsborough. Its northern portion (from <br />US 70 to NC 57) is proposed to be widened to a three -lane section <br />offering a center left -turn lane. Ultimately this section would <br />be widened to_provide a five -lane section. The southern portion <br />is also a two -lane facility with a proposed three -lane section <br />from NC 86 to Orange Grove Road (SR 1006). The ultimate section <br />of this link would be a five -lane facility which would incorporate <br />the widening or replacement of the railroad overpass. The existing <br />two -lane facility from SR 1006 to Davis Road (SR 1129) is proposed <br />to be widened to a five lane section. <br />No improvements outside the existing curbs are proposed <br />through central Hillsborough. As Hillsborough continues to grow <br />northward, US 70 bypass will provide the primary east -west radial/ <br />/crosstown movement on the northern side of town. The two -lane <br />35 <br />
