K <br />9) Expand the Thoroughfare Plan to include central Orange <br />County. <br />10) Add Lawrence and Baldwin Roads, with appropriate <br />improvements, to the loop system. <br />11) Add Oakdale Drive and Davis Drive in the southern secti <br />for east -west movement. <br />12) Add improvements on Walker, Phelps, Kenion, Mt. Willing, <br />Tree Farm, New Hope Church, and Old NC 10 for continuity <br />outside the loop system. <br />13) Delete SR 1328(Faucette Mill Road) as a thoroughfare and <br />redesignate Nash Street to a minor thoroughfare. <br />DEFICIENCY ANALYSES <br />In analyzing the adequacy of a thoroughfare system, there ari <br />two determinations which are useful. First, capacity deficiencie! <br />are assessed to determine where and how badly facilities are <br />overloaded with traffic. Second, system deficiencies are <br />assessed to determine what elements of the idealized thoroughfare <br />system are missing or inadequate. <br />CAPACITY DEFICIENCIES <br />Churton Street through central Hillsborough is currently <br />operating at beyond its desirable capacity, carrying about 12,000 <br />vehicles per day (VPD). Other routes approaching their desirable <br />limits are NC 86 near I -85 (7,100 VPD), NC 86 north of US 70 <br />Bypass (6,500 VPD) and US 70 Bypass (7,500 vPD).' Streets <br />currently demonstrating capacity problems are listed in Table 3. <br />With the opening of I -40, traffic along the South Churton Street/ <br />/Old Chapel Hill Road corridor has increased. <br />SYSTEM DEFICIENCIES <br />Heavy traffic occurs along Churton Street because it is the <br />only street to cross the Eno River near town. The lack of any <br />bypass, loop, or additional crosstowns for north -south movements <br />explains why so many Hillsborough residents frequently use Churton <br />Street. <br />Lack of an adequate number of connectors between NC 86 and <br />Old Chapel Hill Road will become increasingly problematic as that <br />area experiences urban development. <br />28 <br />
