V <br />4 <br />V. DEVELOPMMT OF A THOROUGHFARE PLAN <br />The Hillsborough planning area is served by two interstate <br />routes, a US route, and two NC routes. The interstate route, I- <br />85, is located just south of Hillsborough and carries northeast - <br />southwest through traffic. The other interstate, I -40, will <br />provide east -west through movement and ties in to existing I -85 <br />south -west of Hillsborough. Accommodating east -west traffic, the <br />US route, US 70, includes a business section on Churton Street and <br />a bypass around the northern section of town. NC 86 and NC 57 are <br />the two NC routes that serve Hillsborough. NC 86 carries north - <br />south traffic while NC 57 carries east -west traffic to NC 86. The <br />central business district area is served primarily by Churton <br />Street (US 70 & NC 86) which provides north -south traffic passage <br />across the Eno River. Downtown east -west movement is provided by <br />King Street. Access to rural areas and other communities is <br />maintained by routes radiating outward from the Hillsborough area. <br />PLAN DEVELOPMENT <br />After meeting with an ad hoc committee of local citizens <br />appointed by the Hillsborough Town Board of Commissioners, <br />preliminary findings and recommendations were made on existing and <br />possible traffic problems. Some proposals from the existing <br />Thoroughfare Plan dated August 21, 1967 were dropped and several <br />new proposals were added to develop the new Thoroughfare Plan. <br />These changes and additions include: <br />1) Extend the northern and western bypass further away from <br />town. <br />2) Add Shawnee Drive in the northern section to provide <br />additional east -west movement. <br />3) Replace the Eno Street - Churton connector with Eno Mountain <br />Road from Mayo Road to Ben Johnston Road. <br />4) Realign the northern section of Elizabeth Brady Road. <br />5) Delete the east -west crosstown of Orange High Road -North <br />Street -West Hill Avenue. <br />6) Retain urton�Street),UandOSRS1002(St rMary'sGrove )' SR <br />1009(Ch Road) as <br />major thoroughfares. <br />7) Redesignate SR 1555 from a major to minor thoroughfare. <br />8) Redesignate SR 1150(King Street) and SR 1002(St Mary's Rd) <br />inside US 70 bypass from a major to a minor thoroughfare. <br />27 <br />
