HILLSBOROUGH THOROUGHFARE STUDY <br />I. INTRODUCTION <br />At the request of the Town of Hillsborough, the Statewide <br />Planning Unit of the North Carolina Department of Transportation <br />has assisted the Town in developing an up -to -date thoroughfare <br />plan. The previous plan was adopted in 1967 and has since become <br />obsolete. The 1987 update of the Hillsborough Thoroughfare Plan <br />report describes the development of the new thoroughfare plan <br />which replaces the outdated <br />After public review, it was recommended that the new plan be <br />officially adopted by the Hillsborough Town Boar ofpl mmissiones <br />on September 21, 1987. Upon their approval <br />sub- <br />mitted to the North Carolina Board of Transportation for its <br />mutual adoption on October 9, 1987. Upon its approval, the new <br />Thoroughfare Plan officially replaced the old plan. <br />STUDY METHODOLOGY <br />This study is based on what is called a "sketch" planning <br />process. Due to the lack of resources which could be committed to <br />preparing a computer -based travel forecasting model, as well as a <br />lengthy delay associated with its preparation, this study is not <br />predicated upon specific forecasts of traffic keyed to specific <br />forecasts of housing and employment growth. The "sketch" planning <br />process emphasizes using common sense, extensive field investi- <br />gation, and thorough public review to establish recommendations. <br />The Hillsborough Town Board of Commissioners appointed an <br />ad -hoc committee of local citizens to assist in the development of <br />this plan. This committee was comprised of people from throughout <br />the study area. Each person held differing opinions about how <br />Hillsborough's road system should be improved. The study group <br />met on eight different occasions during which the project engineer <br />presented analyses, discussed preliminary findings and suggested <br />recommendations. After considerable discussion and debate <br />appropriate adjustments were made, and at the January 21, 1987 <br />meeting, the study group unanimously concurred that the proposed <br />plan was ready to be presented to the elected officials and the <br />public. The Hillsborough Thoroughfare Plan was adopted by the <br />Town Board of Commissioners on September 21, 1987 and adopted by <br />the North Carolina Board of Transportation on October 9, 1987. <br />1 <br />
