through this environmentally sensitive area would not only be detrimental through <br />pollution, habitat destruction, and lake and stream sedimentation, but would create <br />pressures for higher intensity development than is possible in watershed areas ( 2 acre <br />lots), and rezonings would be requested. <br />Response: This alignment of the Outer Loop was selected to avoid almost all existing <br />development. An alignment fin-ther to the south and west and outside of the water <br />critical area would pass through existing subdivisions and require taking a significant <br />number of homes. Environmental concerns were recognized and an attempt was made <br />to balance the environmental and social concerns. However, the plan is a planning <br />document and the issues of environmental impacts and mitigation between environmental <br />and social issues are better addressed in the environmental impact statement that will <br />be required prior to construction. No revisions are proposed. <br />I-85 to US -70: <br />Background: This section of the freeway is considered to be a long range need. It would <br />include interchanges at I -85, Cheek Road, NC -98, the Wake County Outer Loop, and US_ <br />70. Much of this alignment passes through Durham County Critical Watershed areas <br />along the western side of Falls Lake. <br />Comments: Only general comments concerning the negative impact of the freeway on the <br />watershed for Falls Lake were received on this section. <br />Response: The alignment was selected to avoid existing residential development in the <br />area. The alignment is constrained by interchanges with I -85 on the north end and the <br />Northern Wake Freeway on the south end. An environmental impact statement will be <br />required to fully assess impacts and create relative balance in fixing the alignment. Staff <br />from the North Carolina Department of Environmental Management was contacted to get <br />their reaction to the proposed road. The indication was that an access controlled facility <br />with limited interchanges would have less detrimental impact on the critical watershed <br />areas than a road which permitted access and encouraged development along its entire <br />length. No change in the recommendation is proposed. <br />ENO DRIVE <br />• Eno Drive is included on the adopted 1964 and 1980 Dutrham Thoroughfare <br />Plans in nearly the same alignment as shown on the recommended plan. Minor revisions <br />to the alignment were made in the northwest quadrant near Rose of Sharon Road <br />through Croasdaile Farms subdivision and near Sparger Road. In the northeast quadrant <br />no changes from the adopted alignment are proposed. Eno Drive will interchange with <br />2.19 <br />
