Response: After additional analysis of other alternatives, the staff recommends that this <br />alternative section of the proposed Outer Loop be removed from the plan at this time. <br />Alternate alignments are possible and meet the travel demand needs. An alternate <br />alignment connecting all the way to 1-40 is recommended. This section of freeway has <br />been removed from the currently recommended plan. <br />1-85 to Guess Road: This section of the Outer Loop passes near the Willowhaven area of <br />northern Durham. Along Craig Road several homes would be taken by the project, and <br />several other homes would be in close proximity to the freeway. Residents of this area <br />feel that, even though it be many years before the freeway would actually be constructed, <br />the threat of a future road would hurt the resale value of their homes. They feel that <br />the corridor for the freeway should be purchased as soon as it is determined in order <br />to avoid this problem. In addition, several residents have pointed out that a large area <br />of Orange County west of Pleasant Green Road has no development at all, and no homes <br />would be impacted by a shift of the alignment into this area. <br />Response: There are several possible alternate alignments for the freeway to the west <br />which would avoid causing a negative impact on the Willowhaven area and avoid the <br />portion of Eno Park west of Pleasant Green Road. These alternative designs have been <br />explored by the staff to determine which alternative should be recommended in lieu of <br />the alignment shown in Report #2: Anal, r�, sis of Alternatives and Recommendations. The <br />alternative selected passes west of Willowhaven and is a less disruptive and less costly <br />alternative. An environmental impact statement will be required before final design. <br />Guess Road to US -501: No comments were received on this section. <br />NORTHEAST QUADRANT <br />NORTHERN SPUR <br />Background: The recommended plan shows a freeway spur which extends from the Outer <br />Loop in Treyburn northwestward through Bahama to US -501, paralleling the railroad in <br />this corridor. The purpose of this road is to provide good access from northern Durham <br />and Person Counties to the employment center in Treyburn. <br />Comments: Residents of the Black Horse Run subdivision on US-501 have voiced <br />opposition to this section of freeway since it would pass in close proximity to this <br />neighborhood. Other residents feel that this freeway would provide access for the <br />Supercollider, which is also widely cpposed by residents of the area. In addition, the <br />2.17 <br />
