personal automobiles and alternative forms of transportation can be achieved that will <br />halt the increase along the thoroughfares. <br />NORTHWEST QUADRANT <br />THE OUTER LOOP (NORTHERN FREEWAY) <br />Background: The recommended plan includes a freeway which extends from I-40 north <br />of Chapel Hill, interchanging with 1 -85 in Orange County, extends around the north side <br />of Durham, passes thorough the Treyburn development, interchanging with 1-85 east of <br />Durham, then extends south to interchange with the Northern Wake Freeway (Outer <br />Loop) near Raleigh- Durham International Airport. The purpose of this freeway is to <br />provide a high level circumferential route around the northern Chapel Hill, and Durham <br />area and thus relieve congestion on radial routes by providing a connector to I -85, 1-40 <br />and US 70. In addition, the freeway would allow easy access for residents of Chapel Hill, <br />Orange County, and eastern Durham to jobs in northern Durham and Treyburn. Access <br />will also be improved to north Raleigh and the Raleigh- Durham International Airport. <br />The Outer Loop is described in more detail in Report #2. <br />The western, terminus of the Northwest Outer Loop is 1-40 near the NC -86 - Mount Sinai <br />Road intersection. From this point, the freeway is designed to pass through the Orange <br />County /Chapel Hill rural buffer paralleling the railroad to interchange with I -85. No <br />interchanges are proposed between I-40 and 1 -85. North of I -85 the, Loop would cross <br />the Eno River east of Pleasant Green Road, interchange with Cole Mill Road, and follow <br />a northeast direction into Durham County. The freeway would cross Craig Road and <br />Bivens Road near the Willowhaven area, cross Russell Road, and interchange with Guess <br />Road south of Saint Mary's Road. The freeway would cross Mason Road at Johnson Mill <br />Road, interchange with US 501 north of Snow Hill Road, then enter the Treyburn <br />development. An alternate alignment for the segment of the freeway between Cole Mill <br />Road and I -85 is also shown. This alternate alignment would interchange with 1-85 east <br />of US -70, pass through Eno River State Park, and follow the previously described <br />alignment just south of Cole Mill Road. <br />Comments: Public comments and criticisms were received on several specific sections of <br />the Outer Loop in the Northwest Quadrant. These will be addressed individually. <br />I-40 to I-85: Residents of neighborhoods along NC-86, Trinkus Manor, Hills of New Hope, <br />and Hideaway Estates, voiced concern over the damage that the freeway would cause to <br />the neighborhoods in their area. The freewa would not provide any local access to the <br />area, and would be of no benefit to them. i addition, concerns for the environmental <br />impact on New Hope Creek, Duke Forest, : nd the Orange County rural buffer were <br />2.' ; <br />
